It is a phenomenon which can be termed as a social evil. For an unemployed person, it is often a damaging affront to human dignity and sometimes a catastrophic blow to family life. From the social point of view, an unemployed person suffers from a sense of discontentment, and unemployment problem may eventually lead to social disorder and anarchy. The cost of unemployment is not distributed in proportion to the ability to bear it. It falls most heavily on the young, the semi-skilled and unskilled, the down-trodden, the old worker, and the unemployed persons in a low-income rural area who are denied the option of securing more rewarding urban employment. There is more subtle cost of unemployment also. The social and economic strains of prolonged under-utilization create strong pressures for cost increasing solutions. On the labor side, prolonged high unemployment leads to ‘share the work' pressure for shorter hours, intensifies resistance to technological change and to rationalization of the work rules and, in general, increases incentives for restrictive and inefficient measures to protect existing jobs.

The scientist emphasizes and offers an alternative cure at a time when the world is conducting a ruthless "war on terrorism". Addressing an interactive program with leading businessmen, professionals-i.e. entrepreneurs, Mr. Kalam suggested in finding out die root of terrorism and looking for proper remedial measures. In 1998 services moved ahead of manufacturing as the main product of the United States economy. But what is meant by 'Services'? Some economists define a service as something that is produced and consumed simultaneously, for example, haircut. The broader, classical definition is that a service is an intangible something that cannot be touched or stored. Yet electric utilities can store energy, and computer programmers save information electronically. Thus, the classical definition is hard to sustain. The United States Government's definition is more practical: services are the residual category that includes everything that is not agriculture or industry. Under this definition, services include activities as diverse as engineering and driving a bus. However, besides lacking a strong conceptual framework, this definition fails to recognize the distinction between service industries and service occupations. It categorizes workers based on their company's final product rather than the actual work the employees perform. Thus, the many service workers employed by manufacturers bookkeepers or janitors, for example would fall under definition and suggest that, although practical for government purposes, it dose not accurately reflect the composition of the current United States economy.
