I. The first Monday of that month fell on 4th.

If first Monday falls on 4th then the next Monday will be after 7 days that is 11th and next on 18th and next on 25thMarch. After that next Monday will fell on 1 April. So, last Monday is on 25th March.

II. The last day of that month was Saturday.If the last day of March that is 31st is Saturday then the last Monday will be on 26th March.

So, Either I or II is sufficient.
